Email sent to the Cambridge City Manager Yi-An Huang

To: Yi-An Huang - citymanager@cambridgema.gov

     Hello,
My name is Jeramy Dalpe. I am contacting you regarding a possible public-access internet issue involving the City of Cambridge, Cambridge Public Internet, and my website:

supportivehousinggonebad.com

My concern is that my website appears to have been blocked or flagged by Xfinity Advanced Security. Xfinity previously confirmed that there was an Advanced Security block on the domain, but I have also received conflicting automated responses claiming there is no block.

Because the City of Cambridge provides public internet access through libraries and other public locations, I am trying to determine whether the City’s public internet system uses Xfinity/Comcast, Comcast Business, Comcast Enterprise, or any Xfinity-related security/filtering service as part of its internet access, DNS, firewall, content filtering, or network security setup, because it seems to be blocking in only Cambridge, municipal, libraries, even Cambridge Day journalists can't load it at their offices nearby.

I am not making an accusation against the City. I am asking for clarification because this involves public internet access, public facilities, and a website containing protected speech about taxpayer-funded supportive housing providers operating in Cambridge.

Please provide or direct me to the appropriate person who can answer the following:
1. What internet service provider or upstream provider is used for Cambridge Public Internet, including public library internet access?
2. Does Cambridge Public Internet use Comcast/Xfinity, Comcast Business, Comcast Enterprise, or any related Comcast security product?
3. Does the City use any third-party DNS filtering, firewall filtering, web filtering, malware filtering, domain reputation service, or content-blocking vendor on public internet connections?
4. Are websites ever blocked, filtered, flagged, or restricted on Cambridge Public Internet due to vendor security classifications?
5. Has supportivehousinggonebad.com, pinestreetinn.co, hatecrimehoax.com, or any related domain been blocked, flagged, categorized, reviewed, reported, or otherwise restricted on any City-managed network?
6. If the City has a contract, service agreement, vendor agreement, security agreement, or acceptable-use filtering policy governing public internet access, please let me know how I can obtain a copy.
7. If this should be submitted as a formal public records request, please forward it to the appropriate records access officer or tell me where to send it.

This is important because public internet access should not accidentally or quietly suppress lawful criticism, whistleblower speech, or documentation involving public-interest concerns. If a third-party vendor is blocking the site, I want to know who controls that decision, how it can be reviewed, and whether the City has any role in the network path or filtering policy.

Thank you for your time. I would appreciate a written response or referral to the correct City department.

Sincerely,
Jeramy Dalpe

Cambridge City Manager Yi-An Huang
